Tooltips on the My Apps page get stuck in an intermediate state and do not appear while hovering until an unpredictable delay has passed.

App tooltips are getting stuck in an intermediate state and do not display immediately upon hovering. They only appear after a delay.

Walk us through it step by step

1. Navigate to https://cloud.seekinsights.com/my-apps. 2. Hover over elements that should display tooltips. 3. Observe that tooltips do not appear instantly and may be delayed or stuck.
