Report access revocation fails with team-granted access

The customer reports an issue where revoking direct report access from a user fails if the user also has access to the report via team membership. When an administrator attempts to revoke direct access from a user's Reports tab, the system displays "Report access updated successfully," but the access is not actually removed. The user retains full access through their team, the report remains in their "My Reports" section, and the "Access" badge on the admin page persists. No warning is provided in the admin UI to indicate that the report is team-shared, unlike some app-access scenarios where warnings appear. This leads to a silent failure where the system reports success despite no change occurring.
