App Settings not opening from Org Settings

When upgrading apps, clicking 'Open App Settings' occasionally fails to open the settings page.

User reports two issues: 'Open App Settings' menu option sometimes fails to open the app settings page during app upgrades.

Walk us through it step by step

1. Go to Org Settings 2. Open Apps 3. Click kebab menu at the end of an app 4. Upgrade an application. 5. Click the 'Open App Settings' menu option. Expected: App settings page opens. Actual: Page does not open.
