Org Admins are Navigated Home When Loading Roles Screen

As an Org Admin, when I go to my Org Settings and Click roles, my Home page is loaded. This does not seem right and I cannot find a way to see Roles.

What is happening or what is neededWhen I navigate to Roles in my org settings, I am sent home.
Walk us through it step by step1. Log in as an org admin. 2. Load org settings. 3. Click Roles 4. You are magically Home.
